How and where to report a suspected kernel bug?

Questions about problems with your hardware. For example, if you the kernel hangs during boot because of an hardware failure or if you have a problem with a driver not working or missing.

How and where to report a suspected kernel bug?

Can someone point me at an appropriate place (I suspect kernel.org somewhere) to report a suspected kernel bug? I'm coming to think that a sata bug has crept in somewhere past 4.2.0. My machine is currently booted on
a 4.2 CD and is (so far, touch wood :-)) working fine. When I boot from 4.3
both release and the betas I'm seeing sata failures. It may still be that my
motherboard is failing in a hardware sense but dmesg reports unhandled SATA
exceptions which I think may indicate a kernel bug. Since I'm largely ignorant
of Linux, I'd prefer something like a kernel mailing list where I can get an
opinion on whether it is likely a bug or not before filing a bug report (but perhaps just filing a bug report is the correct answer, I don't know!).

Try whether the issue exists with the latest version of the gentoo live DVD (Linux Kernel 3.15.6)

Thanks, that looks like maybe a good place to start. I'm currently having trouble reproducing the problem (no problem for more than a week, then a single failure 2 days ago). I'm also having problems building a new kernel and changing the init script in initram.igz to increase the kernel log level. When I get those 2 resolved I hope I can beat some more on the failure!
