Is anyone running public-accessible sysresccd pxe boot srvr?

Does anyone know of any public-accessible sysresccd pxe boot servers? I could really make good use of it, for rescuing unbootable systems which have nothing available except a pxe-capable ethernet interface.

Not really possible.

You you still need to run your own local dhcp server to provide all the settings needed for PXE. So you may as well just add the file tftpboot bit to that server as well.
