nodhcp and nonm kernel command line options no longer work

Between version 3.1.2 (where nodhcp works) and 3.8.0 (next latest
that I still have) where it doesn't through 4.7.1, the nodhcp kernel option doesn't work (nor does nonm which I think may be part of the problem). I've poked a bit at init in initram.igz but I don't think the problem is there (other than the nonm option sets the NONETMGR variable but it isn't used anywhere else in the init script. I'm too ignorant of how udev processing works to be able to figure out how to fix this but it looks to me from dmsg that nm is activating the interface with dhcp later even though nonm and nodhcp are set in the kernel command line.

Since the silence so far has been deafening I had a poke at udev to see if I could figure out a fix, but that is a bust too as /etc/udev/rules.d/ in the
running system is empty, and there isn't much more in the /etc in initram. If someone would point me at where the udev rules live I'm willing to poke at it to
see if I can fix nodhcp and nonm.
