Probably appears to have been related to virtualbox.
After a few updates to Virtualbox, display behaviour and response of xfce4-display-settings dialog is as expected.

Problem in this case was a confused mime type handling in Firefox.
Symptoms: Download links for different file types unresponsive.

Nothing I could do would enable downloading in the browser. I ended up resorting to command line downloading with wget. Not thrilled with Sourceforge ideal of "ad revenue". It doesn't make for a friendly user experience. I would encourage Project Dev's to consider a backup download mechani...

Changing mirrors and direct download link doesn't work for me.
I was hoping it wasn't just a browser issue.
